Biography[]
Hefner was a corrupt port commissioner, he allowed criminals and traffickers to run their illicit goods through the Oakland port, as long as he got a share. He knew that the criminals often couldn't survive without him so he would continuously harass them for a bigger cut and begin to threaten them if they refused to payout.
Hefner would order the murder of True IRA member Michael McKeavey who was running weapons through the port. McKeavey would refuse to pay the larger cut Hefner was demanding.
